Back when President Obama was a young, fresh-faced President, full of hope and optimism, he vowed to shut down Guantanamo. Now – visibly aged, and stooped from reaching across the aisle for nearly eight years, the President may find that the one thing Congress accomplished was to make it all but impossible for him to close that chapter of our history – legally and without a bolt cutter.
