The problem goes back to 1789 when the lesser states lobbied and won inclusion of the Senate and the Electoral College to give their small underpopulated states undue and undeserved political power over the states where people who could read and write lived. Sadly if I recall, this was mostly Jefferson’s fault with his misdirected belief in an agricultural utopia.
Wyoming, Idaho, Montana, North and South Dakota should be one contiguous state with two senators not ten. My God, they have more Senators than House members between them. And all together have less people than either Minnesota or Wisconsin.
