Justice Scalia may have a point in the Voting Rights Act being an entitlement for African Americans. Blacks being allowed to vote in Alabama is historically a very new thing. Not something that is AN UNDERSTOOD, or a thing that GOES WITHOUT SAYING. Rather it is something OUT OF THE ORDINARY and as such could be defined as an ENTITLEMENT to the STANDARD WAY of doing things.
The answer to this problem is to rewrite Section 5 to include all states and all districts as this issue of suppressing the black and Hispanic vote will be standard operational procedure in every state legislature controlled by Republicans for the next decade or so. The GOP is between a demographic rock and a hard place and it's the only hope they have to ever win the Presidency again.
