The Texas Legislature enjoys a Republican SUPER MAJORITY so they can do anything they want. Since the last census Texas population increased enough to gain four more congressional districts. The vast majority of that increase in population has been Hispanic (Mexican). The Republican Legislature drew new districts so no Hispanic could win any of those new seats. A Federal judges cried foul and redrew them, the Supreme Court weighed in to say the Legislature had to redraw them more fairly, and Texas is going to miss the Primary election because of the mess.
